Head into the Wayward Cave (found below the Cycling Road) the one directly under it, not the visible one. As you head through the cave you will find Gible. (And the end TM 26 Earthquake)

You don't need an action replay code to find a Gible. If you ride north of Oreburgh you can go underneath Cycling Road. It is hidden, but there is a cave entrance here called the 'Wayward Cave'. In here you can find level 16ish Gible.
