you can get shiny Roselia by going to any route in the pokedex if you want a high level then go to route 229 plus if you want shiny it might take an hour to get it because it is very rare so it could take the chain 41 so yeah that is what i heard but maybe sometimes it takes 6 or 10 chains using a pokeradar.

You have to trade a Pokemon from diamond, platinum, or pearl into your game that is holding a shiny stone in order to get it. I know it sucks, but that's the only way I can think of to get it.

In Pokemon Diamond and Pearl, the Shiny Stone can be found in Route 228 and on Iron Island. In the Pokemon Platinum, it can be found in these locations and in Route 210 as well.
Roselia evolves into roserade with a shiny stone.
There is no specific level that a Budew will evolve at. However, if you level it up on high happiness, you will end up with a Roselia. And if you use a Shiny Stone on the Roselia, you will get a Roserade.
