I'm not sure if you do find it, but you can purchase it. You need to go to the game corner in Mauville and buy some coins (or win ALOT somehow) and after you get 4,000 coins you can purchase thunderbolt, ice beam, flamethrower, double team, and something else from the guy by the dude you bought the coins from. Thunderbolt is TM 24.
