Fly HM-From Celadon city go west. Before you reach Snorlax which blocks Cycling Road, notice a tree that can be cut down using the HM Cut. Keep going west through the building and you will find a house where someone gives you Fly.
Surf HM-From the Safari Zone (Fuschia City).
Strength HM-When you're at the Safari Zone, there is the item Gold Teeth which is in the same area as where you find the Surf HM. Give this item to the Warden. He is in a house a little east of the Pokemon centre in Fuschia City.
