On route 224, use surf to swim around. Very rare (very rare) so it might take some time, but if you realy want it go for it. It toke me about 2 weeks of none stop playing to find it but its worth it .
Acctualy I obtained lapras within the first hour of trying , I used defog and went to the water surface inside victory road.I was doing the same technique used to catch feebas I went 3 or 4 steps then used a super rod. lapras was caught with a super rod or just Surfing around.
lol, it took me 5 minutes to find her...
I think the best technique is to surf 3-4 steps and then use super rod.
Then just surf until you meet a pokemon, and then 3-4 steps and use super rod over and over again until you find it ;)
(You should catch it as a girl or you will be unsatisfied)

you cant evolve a wild Pokemon in Pokemon platinum you either have to catch the wild Pokemon and then evolve him/her or kill the wild Pokemon.
