you can find one as a starter (totodile), but if u picked a dif. one, u can go to the city pass golden rod, in the pokecenter there is bill, go bak to golden rod after u talk to him and find his house, u can then get an eevee from him and get a watewr stone from the pokeatholon, thn evolve eevee into vaporeon
