There are three entrances to Mt. Mortar in Pokemon HeartGold between Ecruteak City and Mahogany Town. Choose the middle entrance, which is the second entrance starting from either city.
Travel up through that middle entrance, and eventually you will find the Fighting Dojo master (it does take a long time, and you will need Rock Climb and Surf to get there). Defeat him, and he will give you a Tyrogue, the lower evolved form of Hitmonlee.
Raise the Tyrogue to have more attack than his defense and speed stats (feed him minerals if necessary). At level 20, if Tyrogue's attack is higher than his defense and speed stats, then he will evolve into a Hitmonlee.
Unfortunately, Hitmonlee is not found in the wild, and can only be obtained after defeating the eighth Kanto gym leader, Blue, and then talking to Professor Oak.
