The best place is on Route 207 where you can battle Machop. However, you only get 1 attack EV and it is advisable to do EV training after getting the national dex since you can obtain all the power items.

i found that a good place to train in on route 210 north
it is good because you can train attack and a little bit of speed
the best time to train is the morning
i recommend changing the clock to 4:30
all you need to do is fight all Pokemon except swablu that helps with sp. def
it is 30% common in day and 20% common in morning
