PP Ups can be bought in Veilstone City in the tall building that is actually a market. You could not only buy the PP Up there, but you could buy even things from TM's to Proteins, even though I think they set the prices too high! I mean, 9800 is a lot just for one Protein or something, because even TM's don't cost as much when they are more useful.
