You can not find Arcanines in the wild in Fire Red. But you can catch their pre-evolution Growlithe on route 7, right before you enter Celadon City. It is rare so you need to encounter a whole bunch of meowths and pidgeys before you see one. To be able to evolve it into an Arcanine, you need to buy a FIRE STONE in the Celadon City's Department Store and feed it to it. You get an Arcanine! Good luck!
First you must capture a Growlithe you can find one on the Route east of Celadon City or Pokemon Mansion. Once you obtain the Pokemon GO inside the Celadon City Dept Store and go to the 4th Floor you can buy evolution stones on this floor buy a Fire Stone then use it on your Growlithe it will now evolve to Arcanine.
