You need to beat the Blackthorn city gym and then professor elm will tell you that a group of Kimono girls are looking for you, fly to Ecrutreak city and go to the dance theater you will hve to battle all the Kimono girls P.S. they are extremely hard to beat! When you beat them they will go to the whirl islands, go there and they will perfrom a dance after that lugia will come out. P.s.s you need TM Flash and if I were you i'd go to the northwest Whirl Island
