I do not think that they are actually in the game. I have searched lots of times in her bedroom but have been unable to find them. I do not think they are actually available to pick up, but it is just a fact that they are there. Perhaps sometime they will be for sale in the shop, but will be very expensive seeing as they are powered by plutonium which is very very expensive.
Mamma Hoggs secret is just there to say how she got her hair like that, but not for you to find them and use it on your hair. Maybe some day she will lose them, phone you, and ask you to find them. Then you can use it on yourself and have your hair like Mamma Hoggs. Or maybe one day she will just come up to you and give them to you. But you probably cant find it in her room.

I use about 28 each time I curl my hair (which is daily) and have the most awesome head of curls that stay in all day for me.
