Leveling up an Eevee anywhere in Eterna Forest, not just near the Moss Rock will allow it to evolve into a Leafeon.As to how to get to the Moss Rock, there are two options. One is to get to Eterna City and travel west to Eterna Forest, then follow the forest to the other end. The Moss Rock is at the western-most point in the forest.Another option is to travel to the northern end of Route 205 and enter Eterna Forest by the southern entrance, then walk over northwest past a clump of trees. The Moss Rock should be there.
