The Varrock tea stall is located north of the south-east fancy dress shop in Varrock . You can buy tea for ten coins, get a free tea by the respawn point (at the tea-stall) or you could steal some from the stall providing your thieving level is 5 (thieving is for members only) and you will gain 16 thieving experience but only if you get a successful steal. If you fail at stealing his tea he will shout " Hey, get your hands off there!". And you can't buy his tea anymore after you have stolen from him, and if you try to speak to him, he will shout " You're the one who stole something from me! Guards, guards!". But when he says " Guards, guards! " no guards actually come to speak to you, or harm you. So don't worry.
