If you mean the one to Cinnabar City, you cant go through. The volcano on Cinnabar erupted and so the city was mostly blown up(idk what word). So to get to Cinnabar, you must:
1.) Go get the generator for the Powerplant( near Cerrelean City)
2.) Go to the Radio Tower in Lavender Town
3.) Talk to the gentleman(a.k.a. boss of Radio Tower) in the first floor
4.) You get the Poke'Flute in the TOP of your radio in the pokegear.
5.) Last step go to Virrelean City (near ocean; sry spell wrong) and go down the left
6.) use pokeflute on the Snorlax

Head to Fuchsia city for your next badge to reach there you have 2 options in both options you will need the pokeflute: Head west from celadon city wake up snorlax with the pokeflute capture it or defeat it then use cycling road to head down and reach fuchsia city or Head east from vermilion city and wake up snorlax in the sports fishing area then head south the very long path keep following the path until you reach fuchsia city.

There is two ways to reach there both of which involve you waking up a snorlax using the pokeflute then either capturing it or defeating it. The first way is to go west from Celadon City you will need a Bike to ride down Cycling Road which leads to Fuchsia City, the second way is to go east of Vermilion City and then go all the way south then finally west to reach Fuchsia City there are many trainers at this point so the fastest way is Cycling Road.
Their are 2 ways to reach Fuchsia City a short way and a long way either way you want to take you will need the PokeFlute. If you wanna take the short way head to Celadon City and go west you should find a Snorlax sleeping wake it up with the PokeFlute then battle it you can either capture it or defeat it whichever you like just don't forget you only get 2 chances to catch Snorlax so make a wise decision. Keep going west after defeating or capturing Snorlax to reach Cycling Road head down the road then go east and you will arrive in Fuchsia City. If you wanna take the long way or the trainer route then go east of Vermilion City once again waking up Snorlax and then keep heading southwest eventually you will reach Fuchsia City.

You can reach fuchsia city where the 5th gym is by two ways: From celadon city you can go west and use cycling road to go south and reach the city or from lavendar town you head a long way south to reach fuchsia city.

Fuchsia city is placed south of saffron city now you can't normally enter saffron city so you need to take one of two alternate routes, you can go west from celadon city and use cycling road to reach fuchsia or from vermillion city go east and on the route past the big building go south (this route is the longest).
