Every day, there is a swarm. if the swarm is on route 222, skitty has a fairly high chance of appearing. You can also migrate it from a ruby, sapphire, or emerald game, though there is then no way to get it back
Okay, so swarm is when you talk to Dawn's little sister in Sandgem town. She will say : " What did the news say again?" then she says "oh yeah theres a whole bunch of ______ on route ______ " " You better hurry i want you to do better than my sister Dawn. So basically she tells you about a swarm of pokemon on whichever route she tells you. The Pokemon change everyday when you talk to her so if you are looking for a certain pokemon during a swarm but it wan't the one you were hoping for, just save and change the time to 23:59 on your DS, after a minute passes talk to her again and she will mention a new pokemon :) Most of the swarm pokemon are good :) I managed to catch Absol, Pidgeot, Surskit and lots more thanks to this :) Hope this helped :D
in Pokemon diamond pearl and platinum you evolve surskit at level 22 but in platinum you surf on route 229 ( desert route) 5% chance of finding it in the hoenn reigion route 114 as a suskit in diamond and pearl it is lvl 2 or 3 at lake verity as a swarm Pokemon

a swarm is a group of Pokemon that appear on a random route after recieveing the national dex. to find out where the swarm is and what Pokemon are in the swarm, go to dawn/lucas's house in sandgem and talk to their little sister.
Certain Pokemon do not swarm at specific times. The game gives you the swarm Pokemon at random. Just check each day until it is Ralts.
