If you go to Oreburgh City, in the fossil museum, the guy on the right hand side of the counter will revive any fossil. Give it to him, walk outside, come right back in, he'll say you took a long time and then he'll give you your Pokemon if you have a spot open in your party.
You have to dig under ground to get the helix fossil,but first you need the national dex to get it.That's how got it.Plus you get it in Pokemon diamond(that's the game i got it in)or pearl version

Luckily at Cinnibar Island a scientist created a machine to revive fossilized pokemon. Head to the island and go inside the building left from the Pokemon Center, go to the far right room and speak to the scientist by the big machine. He will ask you to give him the fossil give him the fossil then he will ask for you to take a walk since it's gonna be awhile. Go outside then come back in the building and speak to him again to recieve your fossil pokemon. The Helix Fossil contains Omanyte and the Dome Fossil contains Kabuto.

First you need a fossil or old amber then fly or walk to the city of the first gym leader then walk into the mining museum there will be two people standing at the desk one is wearing glasses with black hair talk to him he will say do you have a fossil say yes and then walk oue of the museum and go straight back in your fossil will be a Pokemon make sure you have a space in youre party.
