Ratata is not able to learn Mean Look.
If by that you mean how to use it? what you do, or what i do is... lets say for example were playing Pokemon silver, we want charizard but the game doesnt have any wild charizards... so i go on Pokemon blue and get a charizard. after you have the charizard on blue go to the nearest poke with time capsule then save and switch games. In Pokemon silver find a wild Pokemon that is "fresh" meaning it hasn't got any TMs or HMs added, also it needs to be a Pokemon you can find in Pokemon blue. so lets use ratata for example, now do the same on Pokemon silver and go to a time capsule. for this next part you will need two game boys and a link cable... Set up the link cable and turn on both GBs then talk to the lady and follow all her directions to trade the charizard for the ratata. Hope this info helped -Brandon

Just very good ones.Edit*well I recon the best team would be a team of level 4 (hatched from egg) rattata - because an egg hatched ratata has the move endeavour and at level 4 it learns quick attack and with a focus sash. so there for;first go - the higher level Pokemon will go first and use what ever move it does. the focus sash prevents 1 hit ko leaving 1 hp then you have a go and use endeavor reducing it to 1 hpsecond go - you use quick attack (which ALWAYS goes first) and kill thembam!! your Battle against ANY Pokemon lvl 100 or whatever is epically won!![no cheating is used]EDIT: On the previous tactic is their Pokemon has quick attack or annything with a higher priority you are screwed... and if they switch out Pokemon... you are screwed...
Rattata will evolve at level 20.
It evolves into Raticate at Level 20. If you can't stand the wait, you could catch Raticate at the Cinnabar Mansion (common) or the Bike road (uncommon).

you get some friends (if you don't just buy 2 more fire red or leaf green(and a link trade cable) get them to trade with you with a wild pokemon (pidgey or ratata work perfectly) and there you go your awesome team now leave everyone the fuxx alone.
