If by that you mean how to use it? what you do, or what i do is...
lets say for example were playing Pokemon silver, we want charizard but the game doesnt have any wild charizards... so i go on Pokemon blue and get a charizard.
after you have the charizard on blue go to the nearest poke with time capsule then save and switch games.
In Pokemon silver find a wild Pokemon that is "fresh" meaning it hasn't got any TMs or HMs added, also it needs to be a Pokemon you can find in Pokemon blue. so lets use ratata for example, now do the same on Pokemon silver and go to a time capsule.
for this next part you will need two game boys and a link cable...
Set up the link cable and turn on both GBs then talk to the lady and follow all her directions to trade the charizard for the ratata.

To acquire a Zapdos in Pokémon Silver Version, you must use the Time Capsule to trade from the Generation I games and bring Zapdos over from there.
There is no time capsule in Pokemon Pearl version. It's only in Gold, Silver, and Crystal. You can still trade Pokemon through the Union Room or the Global Trade Station in Pearl version, though. :)

You can't find Zapdos in Pokémon Silver, but you can get it with an event or by using the Time Capsule. If you want to use the Time Capsule, you need Pokémon Red/Blue/Yellow. There you can find Zapdos at the Power Plant. In Blue it will be level 50.
You cannot find Moltres in Pokemon Silver. You can use the Time Capsule and use Pokemon Red/Blue/Yellow with Moltres in it and trade it over. In Pokemon Heartgold/Soulsilver: Moltres in in Mt. Sliver after you have obtained all 16 badges. You need surf, waterfall and rock climb to get to it.

Yes there is a special time capsule trading machine in Pokemon gold at the top of the goldenrod city Pokemon center if i remember correctly you can use that machine to trade with Pokemon blue, yellow and red version.
