No but your pokenav can show you trainers that want to rematch you go to trainer's eyes then look for a red pokeball icon near the trainer's name this means they want to rematch you. *Note* Gym leaders can't rematch you.

You must use the VS Seeker to get this item go inside the vermilion city Pokemon center and talk to the girl near nurse joy she will give you the VS Seeker. Now find a route with many trainers then select the VS Seeker from the bag any trainer in range will decide if they want to rematch you if so 2 exclamation marks appear also the trainer will jump up and down or raise there hand. If not an X will appear and that means they don't want a rematch yet.

You need the vs seeker because you can't rematch trainers without it you would have to constantly beat the elite four to train your Pokemon. Have your Pokemon hold a lucky egg while training it.
You cannot rematch just any trainer, there are only certain trainers that you can re-battle such as the 4 Elite 4 trainers as well as Alder. Additionally you can rematch the trainers at the Big Stadium and the Small Court in Nimbasa City, you can also rematch Cheren in Victory Road, Bianca in Professor Juniper's lab, Cynthia in her Villa in Undella Town, Morimoto in the Game Freak building in Castelia City and the Royal Unova trainers.
