Togepi needs to have happiness. Here's some methods to raise it's happiness:
Walking 256 steps, Massage, Veilstone City Massage, Ribbon Syndicate, Using vitamins, Gaining a level, and Using healing items. Also poffins will help it to upgrade.
Avoid these:
Fainting, Using EnergyPowder, Using Heal Powder, Using Energy Root and Using Revival Herb.
Then give it a shiny stone(found on iron island)and evole it into togekiss if you want.
