you need to get Kyogre from another HG player and show it to the proffessor.
if you move Kyogre from Emerald or Sapphire version, it won't have any effect.
(only Kygre from HG)
then you get another orb or sth from the prof and when you go to the same place when you caught Groudon, Rayquza will be there.

I don't know what Laqeeza is but if you mean rayquaza then you have to show professor oak both groudon and kyogre and he will give you a jade orb. you take it to the embedded tower and rayquaza will be there. you cannot just migrate groudon or kyogre you will need to trade for the one you cannot get.
