In one of the capsules was Shadow. The oher capsule probably contained a new character that wasn't released due to cancellation of the show. It couldn't have been the Biolizard because it was revealed that the biological prototype was sealed away. Shadow wouldn't remember because his memories were altered with and when he has a flashback a few episodes before, he only remembers one capsule. It is not a mistake though, because the GUN agent said "Ultimate CreatureS?" The Japanese version is a little more clarifying than the English, however, both never continued so we will never know who was in the second tube. Some people believe Sonic was in it, but that is most likely innaccurate.
