There are two games that I can think of that for sure let you both bear and adopt children. That would be Second Life (16+) and The Sims 3 (13+). That I know of, in Second Life you only have the option to adopt a child and roleplay as a parent with another player. On the other hand, in The Sims 3 you can naturally have a child, be married and raise it with a very intelligent AI.
Second Life is an online PC MMO that I think is for free, but is 16+ if you want to have access to the child-bearing feature, and is 13+ otherwise.
The Sims 3 is for many, many systems, including ones made by Nintendo, Sony and Microsoft.
There might be other Sims games that include child-bearing but I am unsure of this.
