Redstone Ore can be found between 0 and 16 elevation, much like diamonds. For reference, the top of the highest bedrock block (the ugly static-looking things you can't break) is at elevation 5. Lava becomes much more common below elevation 10, so you might want to stick to the 10-16 layer. To extract redstone dust, you need to use an Iron or Diamond pickaxe. If you want to collect the block itself, you will need a tool enchanted with the Silk Touch enchantment, which makes the block drop itself instead of its normal drops. I'm not sure why you'd want to, though.
