After you beat your father you need to visit Wally's parents. It's the house to the west of the gym in Petalburg. Talk to his father, and he will give you the HM surf. Now you can surf over the water to the east side of Mauville.

One of those fishermen will give you the great rod. Just keep following the path until you get to the weather insitute. Inside, you have to battle Team Aqua. After that talk to the professor and get the castform that he gives you.
