Train it south of snowpoint city. There is a rock in the top corner of that route. Train it up 1 level there and it will evolve.
from blazica rose: wow thanks for the information i am an a Pokemon breeder and i like to breed eevees the most but sometimes its hard to evolve them. also if you are wondering eevee will also evolve witha waterstone firestone thunderstune and inentirna forset there is a rock with moss on it. train the eevee near that rock and it will evolve also if you make the eevee love you and train it during the night you will get a umbreon if you do the same thing but during the day you will a espeon.
