grass one(chickorita), because u can get a growlithe very early west of violet city and evolve it into a powerful arcanine you can only do this in crystal version, and when you get red gyrados it is a good water type so its good to obtain a powerful grass type because there are no better grass types in the game, but there are great fire and water options grass has much weaker options
