Jolteon is probably best. His move set and stats best match him: thunder and high speed and sp attack. Vaporeon has high hp and decent sp attack with an added bonus in defense with acid armor. Flareon is probably the worst because he has high attack and therefore no STAB with powerful attack moves. Body slam and return can be decent with him, but should be used for snorlax or Kangaskhan.
