A Professor does call you to inform you on Team Rocket taking control of the Radio Tower in the Johto region in Goldenrod City after receiving 7 Gym Badges after defeating 7 out of the 8 Gym Leaders there however Team Rocket never takes over the Radio Tower in the Kanto region in Lavender Town at any point during the game.
