Go to the Old Chateau near Eterna City. In there just battle Gastly, Haunter and Gengar (found in the room with the painting). After you level up you'll see that your Sp.Atk might rise with +40.

Well, I'm not sure why you're Special Attack training a Leafeon, they're a much better physical attacker, but suit yourself I would suggest putting a GBA Pokemon game in to the GBA slot in your DS and then going to the abandoned Chateu and going in to the room that has the eye paintin on the wall, in there you should find Gengars and Haunters, both of which are good for special attack EV training
