It means the Pokemon was trained in certain stats. Battling Pokemon gives you a certain amount of EV points. For example, battling a starly gives you 1 speed EV point for the Pokemon that battled it. Different Pokemon give different EV's. EV's work like the following: every 4 EV's you get in one stat, that stat is raised by 1. The maximum EV's you can have in any one stat is 255 and the total number of EV's your Pokemon can have is 510. So essentially, only two stats can be fully maxed. You could also divide up the EV's evenly into the stats, but that's not the best thing to do. EV-training is tedious, and without the right items, it takes forever. If you only mean not using action replay, then use pokesav. If you mean no cheats, then I have to say, there is no really quick way of getting your Pokemon to lvl 100. The E4 are your best bet's. If your EV training, then keep EV training until you get to lvl 100. Hope this helped.

An Ev in Pokemon diamond is known as an Effort Value. I'm not going into detail because I myself don't know how to do it, but there is a website Called Serebii.net that is the best for you to learn about it. The best Pokemon is a Pokemon that has been EV trained, has the correct nature and the moves that are a mixture of Offensive/Defensive/Special. So there is no best Pokemon.
EV training in summary is when you spend a litle extra time on your Pokemon for more stats. Each Pokemon has an EV value. Example Geodude has EV value of 1 defense point. Every 4 point of a Ev point when you level u'd get 1 more defense per level. I leveled my Rayquaza a level after EV training and seriously got 34 Special Attack in 1 level. Ofcourse EV has a limit of 125 points (i believe) so you can put those into different stats. On sites there are lists and values of every Pokemon to help. And there are items that boost EV value like Macho Brace and so fourth. And ofcourse the classic Pokerus doubles EV value. Anything unclear or foggy feel free to ask.
