Ninetales can't learn any moves on it's own. It learns moves as a vulpix before it evolves, or through TMs.
It depends. After it evolves it stops learning moves, so you should look up the highest level a vulpix can learn moves before you evolve it.
Vulpix doesn't evolve based on level; use a Fire Stone and it will evolve. Bear in mind, however, that once Vulpix evolves into Ninetales, it won't learn any more moves naturally.
Gen I: at level 42 to learn all the moves(at 35 it learns flamethrower). Gen II: at 37 to learn all the moves. Gen III: at 41 to learn all the moves. Gen IV: at 47 to learn all the moves. Gen V: at 54 so it learns fire blast(really good).
Growlithe evolves into Arcanine, Vulpix evolves into Nintetails, and eevee evolves into Flareon. Note that once evolved, Arcanin and Ninetails don't learn any moves by level up so you'll have to keep them at vulpix/growlithe to learn moves by level up although you can still teach them tms.
