In Pokémon Emerald, Groudon's moves are Earthquake, Fire Blast, Flamethrower, Thunderbolt, Mud Shot, Scary Face, Slash, Bulk Up, AnxcientPower, Fissure, Rest, SolarBeam, Eruption, Roar, Dragon Claw, Toxic, Bulk Up, Hyper Beam, Sunny Day, Hidden Power, Return, Frustration, Protect, Iron Tail, Thunder, Dig, Brick Break, Double Team, Shock Wave, Sandstorm, Rock Tomb, Aerial Ace, Facade, Rest, Secret Power and Overheat.

have Pokemon pearl and emerald both in the ds. it will say migrate from emerald on the Pokemon pearl screen. that`s all you need to know.
It is impossible to make a Pokemon know more that 4 moves in Pokemon Emerald and any Pokemon game. It is hard coded into the games for a Pokemon to never know more than 4 moves. While a Pokemon can learn more than 4 moves it can only know 4 at a time.
There are 11 legendary Pokemon (that I know of) they are Rayquaza, Groudon, Kyogre, Celebi, Deoxys (defence type), Ho-Oh, Lugia, Regirock, Regice, Registeel and Mew.

well what you have to do is go inside the cave in sootopolis city and battle your special pokemon its either Groudon or the other two pokemon (which i dont know the name of and then the gym will be open...
smeargle can only know one move and you can't teach it with a TM
Regis, Regigigas, Latias, Latios, Rayquazza, and I'm not exactly sure you can catch Kyogre or Groudon, but I know for sure the first ones I mentioned
I don't know. But, In Pokemon Ruby... I think there's only groudon... Not kyogre. So no way to get kyogre in Ruby. But, I think If legendary pokemon can be trade. You should trade from your save on Pokemon Sapphire or Pokemon Emerald. Hope this help... ~AquaBlitz11
