In Pokémon Yellow, the moves that Bulbasaur are capable of learning via level-up are Vine Whip, Leech Seed, Sleep Powder, Poison Powder, Sweet Scent, Growth, Synthesis, Solar Beam and Razor Leaf. Bulbasaur would also know the moves of Tackle and Growl once the player receives it as a Gift Pokémon in Cerulean City.
No, in fact, all grass-type Pokemon are easy to train and Bulbasaur is not an exception. It will learn the same moves as its relatives Ivysaur and Venusaur but will have lower overall stats, including HP. My Bulbasaur went through this too and I had to learn the hard way!
