In Generation I (Red, Blue, Green, Yellow), the Pokemon who can use cut are: Bulbasaur, Ivysaur, Venusaur, Charmander, Charmeleon, Charizard, Beedrill, Sandshrew, Sandslash, Bellsprout, Weepinbell, Victreebell, Tentacool, Tentacruel, Farfetch'd, Krabby, Kingler, Lickitung, Tangele, Scyther, Pinsir, and Mew. In Pokemon Yellow, Kabutops, Diglett, and Dugtrio can also learn Cut.
Bulbasaur?
in Pokemon silver, gold, crystal, yellow, blue or red rock smash don't exist. in the new versions rock smash is a HM.
In Pokemon Red, Blue, Fire Red, or Leaf Green, Bulbasaur is a starter Pokemon. In Pokemon Yellow, a girl will give you one if Pikachu's happiness is high enough. In Heart Gold and Soul Silver, a Bulbasaur is a reward for defeating Red. In any other games, you must use the Time Capsule, Pal Park, a trade, the Dream World, or PokeTransfer.
In Red, Blue, and Green, the only way to obtain Bulbasaur is to choose it as your starter. In Yellow, there is a house in Cerulean City, near the Pokecenter, where, if your Pikachu is very happy with you, the lady inside will give you Bulbasaur.
Bulbasaur can be chosen as a started Pokemon in Red, Blue, FireRed and LeafGreen and one can be given to you by Professor Oak after compleating HeartGold or SoulSilver and by a woman in Cerulean City in Yellow version. You can also transfer a Bulbasaur from another game. There is no way to find wild Bulbasaur without a cheat device (except possibly by exploiting glitches in Red, Blue and Yellow) The only way to get an Ivysaur or a Venusaur is to evolve Bulbasaur (or transfer from somebody who has evolved a Bulbasaur).
You can get Bulbasaur in Pokemon Red, Green and Blue from Professor Oak at the beginning of the game but in Pokemon Yellow you can get Bulbasaur in Cerulean City the house beside the Pokemon Center also beside the Cerulean Gym.

To get Bulbasaur, you'll have to select it as the starting Pokémon in either Red or Blue, and then use a link cable to trade it to your Yellow game. It cannot be caught in the wild in Red, Blue or Yellow.
At Level 10, the same as in blue, red, yellow and all the other games.
reshiram will learn blue flare at level 100 and Zekrom will learn Bolt STrike at level 100!

after beating red on mount silver,(all kanto badges collected) you must go see professor oak and he will allow you to choose one of the three red blue yellow starters (bulbasaur charmander squirtle) pick bulbasaur then you need to level it up until it evolves
Bulbasaur - you go to Cerulean city (the blue place) and you make Pikachu happy.You can give him loads of potions.Then you go in a house where a young girl talks about taking care of injured pokemon. She will then give bulbasaur to you, knowing you can take care of it.

In Pokémon Yellow, Mewtwo will learn Barrier at Level 63, Mist at Level 75, Psychic at Level 66, Amnesia at Level 81 and Level 70 at Recover. Mewtwo cannot learn moves such as Swift, Psych Up, Future Sight and Safeguard via level-up in Pokémon Yellow however it would be able to know it provided the one in Pokémon Yellow is traded to Pokémon Red and Pokémon Blue.
