It is impossible to make a Pokemon know more that 4 moves in Pokemon Emerald and any Pokemon game. It is hard coded into the games for a Pokemon to never know more than 4 moves. While a Pokemon can learn more than 4 moves it can only know 4 at a time.
you need to get mudkip and when you get it to swampert have it know surf, muddy water, earthquake, and take down
you can go to a move relearner for pokemon emerald it is in fallarbor town i dont know where it is in the other games

smeargle can only know one move and you can't teach it with a TM
If you want to know what starter Pokemon in emerald you should pick, Treeko because if you pick Torchic it will be harder when you battle the elite4 because Blazikan is so good.If you pick Mudkip you will have a hard time when you battlle your rival. So I would want to pick Treeko.
