By breeding it with a Pokémon that knows Razor Leaf, such as Shiftry or Tropius, then evolving the hatched Lotad into a Ludicolo.
It would be best, in my opinion, to just evolve it into Ludicolo. The physical Pokemon is more important then one move.

"lucidus" is not a pokemon, but if you are reffering to LUDICOLO, he learns mostly all grass and water attacks.

*Lotad* evolves at level 14 into a Lombre. Using a water stone on a Lombre makes it evolve into Ludicolo. Don't evolve Lombre until it has some good moves, because after it evolves it doesn't naturally learn any more moves.
