The short answer to this is that you should at least have a level 36 Grass type and/or a Level 36 Electric type.
If you want plain, easy sailing, you HAVE to have a level 36+ grass and a level 36+ Electric type. A level 36+ Grass type is your minimum.
Personally, I owned the gym with a level 37 Leafeon (Solar Beam, Magic Leaf, Synthesis and Quick Attack) and Level 40 Luxray (Thunder, Shock Wave, Spark, Tackle and Bite)

They will be easy to beat and they will help Roselia level up. when you are confident face the leader. (i like to save before facing a leader because if i lose i turn of the power and level up and then face the leader again)
