Scyther does not evolve at any specific level. If you want to evolve your Scyther into Scizor, you need an item. That item is the "Metal Coat." You can find it in Mt. Coronet, on the way to Celestic Town. If you give the item to Scyther and then trade him, he'll evolve into Scizor. You might want to train Scyther up to Lv. 27 at least because that's when he learns Fury Cutter. And then evolve it. I know this because, 1, I watch a lot of YouTube training vids. And 2, me and my cousin were in my basement training our Pokemon. I was training my Buizel and he was training his Scyther, he found a metal coat and traded his Scyther to me and it evolved. :)
