Eevee does not naturally evolve. If you want to evolve it you need either a water stone, a fire stone, or a thunder stone. To obtain these stones you can buy them in the Pokemart in Celadon City. With a water stone, Eevee will evolve into a Vaporeon (water type). With a fire stone, Eevee will evolve into a Flareon (fire type). With a thunder stone, Eevee will evolve into a Jolteon (electric type).

And a few others are evolved when traded between to games (eg. Haunter into Gengar, or Kadabra into Alakazam). Some even have to be holding a certain item to evolve when traded (eg. A Slowpoke evolves into a Slowking when traded while holding a King's Rock). A few more evolve when leveled up with high happiness, but these are mostly baby Pokemon (eg. a happy Azurill evolves into Marill; a happy Munchlax evolves into a Snorelax). As for EV-training, if a Pokemon is holding a Macho Brace, it receives twice the effort values it would receive normally. Since you asked for only the 3rd Gen games, I won't delve into all the 4th Gen equipment stuff, since it isn't pertinent to the question.

u car t it don't evolve by leveling or giving it a dusk stone it has to have its happy up and give it a shiny bell and if u keep giving it vitamins it happiness will rise quick the more happy it is and if its holding a shiny bell and its at night then level it by one level and it should evolve into umbreaon same with esp-eon but it has to be in the Morin and it has to have a shiny bell and its happiness's has it but as well the level it up and it should evolve into esppon OK no stones needed and it has to be the right time of day for Wat ever evolution like if its night it will be umbreaon and if its mo-ring it will be es peon OK no stones needed they are diffident to the eve evolutions OK it depends on the time of the day OK

Evee cannot evolve without a evolution stone . It will only evolve by a thunder stone , fire stone , or water stone .but in DP , it also can evolve from a leaf stone and a ice stone.
