not till level 35 in diamond and pearl and platinum. it learns aqua tail. that's 90 power and 90 accuracy. id just teach it surf
Im not sure how or when gyarados learns thrash, but it does learn dragon rage at level 25 you have to get it at level 1..or move tutor with heart scale

Well, to be honest, i don't know when it learns water moves. In Ruby, Emerald and Sapphire, Magikarp learns Tackle around level 15. My Magikarp is level 16, and only knows Splash and Tackle. And for everyone who doesnt understand Magikarps existance, it evolves into an extremly powerful pokemon- GYARADOS!

Magikarp evolves into Gyarados at level 20 it also learns the move ( TACKLE ) at level 15. When it evolves ( AT LEVEL 20 ) it will learn the move ( BITE ).
uhh. considering any electric move jolteon uses on gyarados does 4x the damage, 2x for water and 2x for flying, ur pretty much screwed unless you get real lucky.
you need to train it allot then go to the house below celestic town nd visit the old lady and then she will teach the gyarados the move Draco meteor (ultimate dragon move) hope this helps
