Hellhounds, assuming you're referring to the ones in RuneScape, are large dog-like creatures. They are red in color, have a spiked collar, and have black eyes and ears.
Hellhounds can be accessed by non-members, however non-member drops are little to none, being nothing but bones and coins. For members, Hellhounds drop Bones, Level 3 Clue Scrolls and Charms (commonly Gold Charms), as well as Effigies and Spin Tickets. Hellhounds can also drop Ferocious rings in Kuradal's dungeon.

level 138. there is no higher level on runescape (for players)
lvl 3 clues are dropped by a multitude of monsters, but ones that ive gotten them from include hellhounds, black demons, greater demons, and metal dragons (which also drop elite clue scrolls, i think. At least Mithril ones do.)
I often get them at hellhounds. But if you are a lower level and cant kill them a good place to go would be in the warriors guild to kill cyclops. They drop hard level clue scrolls quite often. But watch out for cyclopians I am level 111 and i have trouble with them if one gets summoned id recommend leaving the room for 10 seconds someone else will attack it.

Mudskippers are level 30 and 31 on Runescape. The smaller ones are level 30 and the larger ones are level 31.
For non-members, they only drop bones. For members, they can drop charms and level 3 Clue Scrolls.
In Runescape there are monsters that attack at sight. Some attack you no-matter your level, and others attack you depending on your level at sight. Hell hounds attack you no-matter your level or by your level, but technically they will always attack at sight because "attack-at-sight" monsters attack people that are within two times their combat level. Hell Hounds have over 70 combat, so it is not possible to be safe from their attacks besides, safing behind certain areas.
Unfortunately, you can't get horses in RuneScape.
