It does the same for me sometimes if the person at the side is white you know you cant log on but if its in color and moving you sometimes can. There is no way of logging on when its doing this, you just have to be patient and wait for the website to sort out the problem. This can sometimes take a while so i suggest you wait or do something while it does this. Like sipping hot chocolate! :D
