The weakest Pokemon in terms of stat avrage is Sunkern, with 180. that's 20 less than the formaly believed "champion of the weak" Magikarp with 200, and 25 less than the runner up, Kakuna with 205. However, Sunkern May learn powerful moves such as Mega drain at a very early level (level 5 I believe) while magikarp can only use splash which inflicts no damage or effects at all.
Also, bear in mind that magikarp evolves into gyrados, the 2nd most powerful water-type Pokemon. While Sunkern cannot evolve, unless forced to by giving it a leafstone and stops learning moves at level 45.
There are many factors, so it is simply a matter of opinion.
