you can either get it from other players in the grand exchage or by this method go to the south varrock mine and there you will find silver ore

You will go to the dig site ,it is near carter and flora's house, you will get the ore in the first mine,there are six ores ,copper,silver,gold,mystrile,mythic and junk ore,mythic ore is rare,it's hard to find while the 5 ores can be easily found in the first mine
you have to unlock the blacksmith (tai) you unlock him around the time you get the "treasure hoard note" you get that note from collecting every ore AND SHIPPING THEM! i waited for like a week then realized i got the junk ore in the cave but i just tossed it out because it was a junk ore and it said it was useless. (btw theres a junk ore,copper ore, silver ore, gold ore, and rare ore) which if you have the game harvest moon island of happiness the rare ore looks just like orchalic or what ever you use to make jewelry. hope this helped!! :)
