Yes it is, the one you buy on the website is always the most updated one, the newest version. When the next update comes out you don't have to buy it again though, it will just update your minecraft files located at %appdata%

go to the minecraft horse update website witch you can get to by just searching minecraft horse update. then click on the link https://s3.amazonaws.com/Minecraft.Download/launcher/Minecraft.exe and it should give you the option of run and save and cancel click run and you should get the horse update on your screen however this only works on pc.
