Shiny Pokémon are rare. They appear randomly with a very low probability of occurrence. Chances can be improved by doing PokéRadar "chains".
The PokéRadar is only available after beating the elite four and completing the Sinnoh Pokédex. Once you have it when you use it some patches of grass will shake. Walking to one of these patches will always initiate a battle. If you defeat or capture the Pokémon other patches of grass will shake and these have a better probability of being the same Pokémon the farther away they are. If the Pokémon you encounter is not the same one that you encountered previously than the chain ends otherwise the process will repeat. The longer your chain is the more likely you are to increase a shiny Pokémon. Long chains can lead to much higher probabilities of getting a shiny Pokémon over the same number of random battles. Chains are also ended by leaving the area or having a random battle. It is suggested that you use a repel to prevent random battles.
The only other way to get a shiny Pokémon is to use a hacking device.
Well theres also another method. This method is called the Matsuda method. What you need is WiFi. In this method you need a 2 Pokemon 1 Pokemon that you wish to breed and 1 Pokemon that is from Another Country (Japan, in a English game) but make sure the 2 Pokemon are boy and girl and that it is the same family (example: Boy Cherrim and girl Pikachu both Fairy Pokemon) or otherwise use Ditto. Put both Pokemon at the daycare and let them breed. This makes it easier to get shiny Pokemon by 1 to 8192 all the way to 1 to 2192 making it 75% less.
