I've looked on the internet and so far the easiest Pokemon to train is Happiny, Chansey and Blissey, I'm not sure if you can find them on ruby, sapphire or emerald, but they only require 800,000 exp to lvl 100!!!

Piplup: Easiest to train, weakest Turtwig: Kinda easy to train, Average Chimchar: Hard to train, Strong I chose piplup, but i would recommend turtwig.
bulbasaur is the easiest to level and is the best at fighting the gyms. i personally go for charmander because he is ultimately the best of the 3, but is the hardest to train. squirtle is suited for intermediate playing
if you mean what Pokemon are easy to train, the easiest Pokemon to level up and stuff is your starter Pokemon. it's the same with Ruby and Sapphire, the start Pokemon always seems to level up quicker than caught Pokemon (at the beginning anyway) hope that helped :3 *Shi ~

Train them, like a normal person would. Not only will you train up your Pokemon, but you can work yourself towards completing your Pokedex by having encounters with Pokemon you don't have/haven't seen before.

stupid question, all pokemon are the same when it comes to exp. you dont find a lv.100 pokemon with 1,000,000exp and another lv.100 with 9,999,940 exp. the fact is that if there was an 'easiest' pokemon, it would most likely be prioritised by people and would be the most popular pokemon, but this clearly isnt the case. you are obviously looking for shortcuts to get good pokemon, but you need to be patient and train properly.
The easiest way is to give the Pokemon an experience share and train against high-leveled Pokemon. You could also just put them in the daycare and ride around on your bike. If you have access to red, put the experience share on the Pokemon and beat some of his Pokemon or the Mt. Silver Pokemon.
