There is no capability of Pokemon reaching levels higher than 100 in generations II and above. If you are using Red/Blue (and maybe Yellow, I forget) there is an interesting little bit that involves the glitch Pokemon "MissingNo." in which you can catch Pokemon at levels 101+. Then, if you want to, you can level it up all the way to 999 with rare candies. I am sad to say however, that after battling a few Pokemon, your level 101-999 Pokemon will be reset to level 100. Still, it'll be like catching a level 100 Pokemon!
IF you are going to do the glitch be advised it can ruin your cartridge. I did the glitch about 10-20 times when I was 7 and the cartridge still works.
